In the assembly of operational forms, information from pre-test analyses is used in conjunction with the Test Blueprint to select items for operational form(s). By selecting and maximizing the use of the items with the best statistical characteristics that are also fully aligned with the Test Blueprint, the Form Assembly process helps to ensure validity by incorporating appropriate and informative items/tasks. In the case of multiple fixed forms, multiple measures including difficulty, reliability, and time are balanced to ensure the statistical equivalence of the forms and a fair test taking experience for the examinees.
